Scope of Quarantine Supervision of Wooden Packaging of Outbound Goods
Wooden packaging refers to wooden materials used for carrying, packaging, padding, supporting, and reinforcing goods, such as wooden crates, wooden boxes, wooden pallets, wooden frames, wooden barrels, wooden shafts, wooden wedges, dunnage, sleepers, and lining wood.
Except for artificially synthesized or deeply processed packaging wood materials such as plywood and fiberboard. Also excludes thin veneer cores, sawdust, wood fibers, shavings, and wood materials with a thickness equal to or less than 6 mm.
Quarantine and Supervision Requirements for Wooden Packaging of Outbound Goods
Enterprises that perform pest control treatment and affix markings to wooden packaging (hereinafter referred to as "marking enterprises") shall establish a pest control system and quality control system for wooden packaging production.
Wooden packaging for outbound goods shall be treated in accordance with the quarantine and pest control methods listed in the "Methods for Pest Control Treatment of Wooden Packaging for Outbound Goods" and affix special markings in accordance with the "Requirements for Marking Pest Control Treatment of Wooden Packaging for Outbound Goods". Marking enterprises shall declare their wooden packaging pest control treatment plan to the local customs office before pest control treatment. Customs shall supervise and manage the pest control treatment process and the marking.
After the pest control treatment is completed, the marking enterprise shall issue a treatment result report. If the pest control treatment is deemed qualified by customs, the marking enterprise shall affix markings as required. Reused, reprocessed, or repaired wooden packaging shall be re-verified and re-marked to ensure that all components of the wooden packaging material have been treated.
Enterprises applying the label should store the labeled wooden packaging separately, take necessary epidemic prevention measures to prevent reinfection by harmful organisms, and establish sales and usage records for the wooden packaging, verifying them according to customs requirements.
Enterprises using wooden packaging that have not obtained labeling qualifications can purchase wooden packaging from enterprises listed by customs, and request these enterprises to provide a certificate of compliance with pest control treatment for the wooden packaging of outbound goods.
Application Materials
Enterprises applying the label should submit an application for pest control treatment labeling qualification to the local customs office, providing the following materials: "Application and Assessment Form for Pest Control Treatment Labeling of Wooden Packaging for Outbound Goods"; a site plan of the factory, including the raw material warehouse (site), production workshop, pest control treatment area, and finished product warehouse; information on pest control facilities such as heat treatment or fumigation treatment, and related technical and management personnel.
Conditions for enterprises applying pest control treatment labels to wooden packaging of outbound goods:
Heat Treatment Conditions and Facilities
(1) The heat treatment warehouse should have good insulation and airtightness, and be equipped with heating, humidification, and forced circulation equipment. If a non-humid heat source is used, humidification equipment must be installed.
(2) Equipped with a wood core temperature detector or a high-temperature resistant dry-bulb and wet-bulb temperature detector, and equipped with automatic printing, non-modifiable data transmission, or real-time data transmission capabilities.
(3) The site selection and construction of the heating device should comply with the requirements of environmental protection, labor, fire protection, and technical supervision departments.
(4) A certain area of cement-floored turnover area should be available outside the heat treatment warehouse.
(5) The equipment operation should meet the technical requirements of heat treatment.
Fumigation Treatment Conditions and Facilities
(1) Possess a fumigation team that has passed customs assessment or a contracted fumigation team that has passed customs assessment.
(2) The fumigation warehouse shall meet the requirements of the "Simplified Fumigation Operation Procedures for Plant Quarantine Fumigation Warehouses" (SN/T1143-2002), possess good airtightness, have heating facilities for low temperatures, and be equipped with relevant fumigation gas detection equipment.
(3) It shall have a corresponding cement-hardened ground handling area.
(4) It shall be equipped with sufficient fire-fighting facilities and safety protection equipment.
Factory Area Environment and Layout
(1) The factory area roads and grounds shall be flat and hardened. The heat treatment warehouse, fumigation warehouse, finished product warehouse, and surrounding areas shall have cement floors. There shall be no weeds or standing water within the factory area, and bark and other waste materials shall be centrally stored and disposed of.
(2) The heat treatment warehouse, fumigation warehouse, and finished product warehouse shall be effectively isolated from raw material storage areas, processing workshops, and office and living areas. The finished product warehouse shall be equipped with necessary epidemic prevention facilities to prevent reinfection by harmful organisms.
(3) It shall be equipped with appropriate insecticides and equipment, and regular insecticide and epidemic prevention measures shall be carried out and records kept.
Organizational Structure and Personnel Management
(1) Establish a clearly defined epidemic prevention and control management team, composed of enterprise leaders, relevant department heads, and pest control technicians. Team members should be familiar with relevant inspection and quarantine laws and regulations.
(2) Assign qualified assistant supervisors who are proficient in the quarantine requirements for wood packaging and the acceptance standards for pest control treatment effectiveness, and assist customs in its supervision work. Assistant supervisors should be members of the epidemic prevention and control management team.
(3) Key management and operational personnel should be trained and qualified by customs. Pest control treatment technicians and operators should master the pest control treatment operation procedures.
Epidemic Prevention and Quality Management System
(1) Define production quality policies and objectives, and incorporate pest control treatment quality into quality management objectives.
(2) Develop raw material procurement quality control requirements, establish a raw material procurement ledger, and specify the source, wood species, quantity, etc.
(3) Develop wood packaging quarantine and pest control treatment operation procedures and quality control requirements, conduct self-inspection and pest control treatment effect checks, and keep records.
(4) Develop management requirements for labeling and finishing warehouse epidemic prevention, and maintain accurate records of incoming, outgoing, and sales data to ensure effective traceability of product flow.
(5) Develop environmental epidemic prevention and control requirements, regularly handle waste materials, implement environmental epidemic prevention measures, and maintain accurate records.
(6) Establish procedures for handling and reporting abnormal situations.
